First of all, are you looking to buy somewhere to live, or purely as an investment?
Depending on the answer to that, where you buy could be radically different.
If you are choosing somewhere to live then you will be much more motivated to find your dream property, and in the location that you want, rather than by money, as you may be with an investment property.
With investment property, you will want both an up and coming area, and also if possible an up and coming country. This is partly why some of the relevant recent newcomers to the EU have seen a boom in foreign investors recently, with countries like Bulgaria being tipped as potential places where properties could rise rapidly.
However, for the typical "place in the sun" you are more likely to choose a classic location in Spain or perhaps the South of France, or areas in Portugal such as the Algarve.
